We were shocked to learn that someone broke into our new guesthouse at night and stole the new Samsung flat screen TV and the decoder. No one was alarmed, nor did the watchman. I wondered if he was asleep all night long? Police report was lodged, I doubt the investigation would bring any result. Speculation immediately pointed to the watchman.
I had been told several times that the criminal rate in Rwanda was very very low, and the city was absolutely safe. But, explain to me, if this statement is true, why armed security is seen around the city even our office building?
